13 payers entering, exiting markets

From new ACA plans from Cigna to several states awarding Medicaid contracts, these are 13 recent payer moves to exit or enter markets since Aug. 10:

  1. Aetna is expanding its co-branded CVS Health insurance plans on the individual ACA marketplaces in Virginia, Delaware, Nevada, Illinois, Georgia, Texas, Missouri, Florida, New Jersey and North Carolina in 2023.

  2. UnitedHealthcare plans to offer individual plans on the ACA marketplace in Kansas, Mississippi, Missouri and Ohio for the 2023 plan year, pending regulatory approvals.

  3. UPMC Health Plan will be offered to Medicaid members across Pennsylvania starting Sept. 1, the Philadelphia Business Journal reported.  

  4. Iowa said Aug. 31 it intends to award four-year Medicaid managed care contracts to Elevance Health's Amerigroup Iowa and Molina Healthcare of Iowa. The two payers join Centene's Iowa Total Care, which holds a contract through 2025, to help manage the state's $7 billion program that serves 790,000 Iowans.

  5. Cigna said Aug. 29 it will offer health plans on the individual ACA marketplace in three new states (Texas, Indiana and South Carolina) and will expand its offerings in three other states (Georgia, Mississippi and North Carolina) for the 2023 coverage year, potentially reaching around 730,000 additional members next year.

  6. Louisiana said Aug. 30 it intends to contract with Centene's Magellan to administer pharmacy benefits for the state's Medicaid program.

  7. California selected Molina Healthcare, Anthem Blue Cross Partnership Plan and Centene subsidiary Health Net Aug. 25 for managed care contracts from Jan. 1, 2024 to 2028.

  8. Sana entered Wisconsin's small business market Aug. 18.

  9. Security Health Plan is launching a new ACA plan in 2023 that will serve west central Wisconsin and provide access to the Marshfield Clinic Health System. 

  10. Dean Health Plan will offer coverage to Wisconsin state employees in 2023 through the access plan and state maintenance plan. 

  11. HealthPartners, a Bloomington, Minn.-based payer-provider, will offer coverage in southeastern Wisconsin in 2023.

  12. Medova Healthcare Financial Group exited Washington state Aug. 11 after the state ordered it to halt all sales of illegal health insurance policies. Medova surrendered its insurance license and was fined $310,000.

  13. Mississippi selected Molina Healthcare, TrueCare and Centene's Magnolia Health Plan Aug. 10 to administer the state's Medicaid and CHIP programs.
