Dr. Kelly has over four decades of experience working in emergency rooms in coal mining communities and will represent region six on the board, which includes Fayette, Monroe, Raleigh, Summers, Nicholas, Webster, Greenbrier, Pocahontas, Mercer, Wyoming and McDowell counties.
